The GDEV is the game development kit for the Nintendo GameCube, listed by Nintendo as "Development Solution." It would use the hard disk and the CPU of the host to emulate GameCube optical disks. It would send real time debug info through the SCSI host connection channel. It also allows for the use of an NPDP cartridge for emulation. The GDEV runs off a GameCube Orca board.
