The official Dolphin Emulator is an API layer that was used for early development of GameCube titles before final GameCube devkit hardware was available. Its first release is believed to have been sent out to third-party developers in September of 1998, while its last release (2.8) was sent out shortly before the launch of the console.
Despite the name, it is not an 'emulator' in the typical modern sense of allowing one to run GameCube binaries on a PC, but rather just a layer which allows you to compile Dolphin SDK code for a Windows or Mac target, akin to Cygwin.
It was famously used by Nintendo for the development of the original Pikmin title, with a functional Windows executable for the game being leftover on the disc.
