netcard.7z is an archive containing data obtained in the Zammis Clark Breach. It was leaked to /ppg/ on July 24, 2020.

It contains three TAR files: "gba.tar", "iqgba.tar", and "nc_stuff.tar". Along with the TAR files, there are also four Microsoft Office documents in the folder, relating to an "Online Pokemon Project" being developed at BroadOn.

gba.tar

gba.tar is most likely a dump of a development tree from BroadOn named "gba", like the "bbgames" tree from bbgames.7z and the "ng" and "bb" trees from unsorted.7z. Unlike the other trees, it does not contain a directory called "depot", the files are stored in a folder called "depot-offline". It is organized the same way as the "ng" tree, with three main folders: "doc", "hw", and "sw", along with a "CVSROOT" folder. The files are formatted with CVS, so they all have the ",v" suffix.

iqgba.tar

iqgba.tar contains a directory named "iQue-GBA", with two folders: "cvsroot" and "viewer". The "cvsroot" folder was most likely either never an actual CVSROOT folder used by CVS, or it used to be one, and it had unrelated files added to it manually. However, inside it does contain CVS-formatted files with the ",v" suffix, and an actual CVSROOT folder. The files all mainly relate to the iQue Game Boy Advance and its games.

Ironically, inside iqgba.tar, a copy of the unofficial emulator Visual Boy Advance can be found in the files, at the following path:

netcard/iqgba/iQue-GBA/cvsroot/vbalink-173-4-mb/win32/Release

There are seemingly random ROM files for Game Boy Advance games throughout many of the subfolders of iqgba.tar.

nc_stuff.tar

Looking at the name of the archive, it can be assumed that this was put together by the leaker. nc_stuff.tar contains data relating to the iQue NetCard and software tools for it.
