Virtual Console is the name given to re-releases of classic games for the Wii, 3DS, and Wii U. The first Virtual Console releases were on November 19, 2006 with the opening of the Wii Shop Channel.
Some of the Wii Virtual Console ROMs, including that of Super Mario Bros., used the INES ROM header, indicating that it was created with fanmade dumping tools.
