NandFiler is the name of an application that comes bundled with TWLSDKs and the SystemUpdater application. This application is a simple portable hex editor. It's mainly used for editing values in certain game files or for manual save file corruption, to test if a save file corruption message would appear when developing and testing a DSiWare game.
