clkspeed.dol is a diagnostics tool used to report the processor type, clock speed and other system information about a GameCube/Wii console. It is notable for containing strings and detection code referencing several early hardware variants.
There are a few different versions of clkspeed.dol - it seems to have originally been created as an ArtX diag before being rewritten by Nintendo.
It can be found in the various copies and source trees of DIAG.
