The original 3DS had multiple development kits (PARTNER-CTR, IS-CTR and IS-SPR) while the New 3DS had one development kit (IS-SNAKE). In addition there were test kits for each of the different 3DS versions. The test kits were also known as "Panda" units.
Development Kits
Original 3DS
CTR-MG20

Target

The Target was a board used for early development of 3DS software. Multiple board revisions are known to exist, CTR-TEG2 (prototype soc) and CTR-TS (final soc).
PARTNER-CTR

The PARTNER-CTR was the main development system for the original 3DS and was produced by KMC.
IS-CTR
Main article: IS-CTR
The IS-CTR was a secondary development system for the original 3DS and was produced by IS. The key difference from the PARTNER-CTR was that the controller was an actual 3DS system that could be disconnected from the debugger and used standalone.
IS-SPR

The IS-SPR was a secondary development system for the original 3DS and was produced by IS. This system used a 3DS XL (SPR) as its controller and was more similar to the PARTNER-CTR where the internals were inside the box and not the controller.
New 3DS
IS-SNAKE

The IS-SNAKE was the main development system for the New 3DS and was produced by IS.
IS-CLOSER
An upgraded controller for the IS-SNAKE based on the larger New 3DS XL.[citation needed]
